تعیین عوامل حکمرانی در بخش کشاورزی ایران با استفاده از فازی نوع دوم

چکیده مقاله :
حکمرانی شامل تعامل بین نهادهای رسمی و جامعه مدنی است. در این تحقیق ابتدا از روش فرا ترکیب برای یافتن عوامل مهم حکمرانی کشاورزی در سطح جهانی استفاده شد. از کارشناسان متخصص کشاورزی برای رتبه بندی متغیرها در سطح جهانی با استفاده از روش آنتروپی شانون استفاده شد. همچنین برای یافتن مولفه های حکمرانی کشاورزی در ایران از تکنیک دلفی برای پر کردن پرسشنامه ها و ماتریس مقایسه زوجی در بین خبرگان ایرانی استفاده شد و در انتها روش فازی نوع دوم برای وزن دهی و مقایسه متغیرها در سطح جهانی و ایران بکار گرفته شد. مطابق مدل متا سنتز متغیرهای سیاست بین المللی، مشارکت گروهی و شرکت های تعاونی, رعایت استانداردها بیشترین اهمیت و رتبه را دارند. با استفاده از تجزیه و تحلیل فازی نوع دوم متغیرهای پایداری کشاورزی، مشارکت گروهی بیشترین وزن را در حوزه های سیاسی ، اجتماعی و زیست محیطی و عوامل افزایش کارایی و بهبود تولید، بازاریابی بیشترین وزن را در حوزه اقتصادی دارد.
Good governance consists a set of norms and values. In this research, we first use the Meta-synthesis method to find the important factors of agricultural governance worldwide. We have Iranian experts for ranking the variables by using the Shanon Entropy method. These experts weigh the variables by a pairwise comparison matrix of Fuzzy method. The results of the Meta-synthesis model show that international policy, group participation, and observance standards have the highest importance and rank. However, the Type-2 Fuzzy analysis the factors of agricultural sustainability, group participation have the highest weight in the political, social and environmental areas and the factors of increase production, and marketing have the highest weight in the economic area.
