چکیده مقاله :
موضوع ارزیابی کیفی پیمانکاران EPC در مناقصات تک مرحله ایی به روش تحلیل سلسله مراتبی فازی، برای اولین بار انجام می پذیرد و سایر تحقیقات انجام شده مشابه با این موضوع، جامعیت انتخاب پیمانکار EPC را ندارند. تحقیقات انجام شده تا کنون، در خصوص پیمانکاران تک منظوره بوده است (منظور پیمانکاران اجرا یا تأمین کنندگان و فروشندگان تجهیزات و لوازم مورد نیاز پروژهها) در حالی که در این تحقیق ارزیابی کیفی پیمانکاران EPC به روش FAHP مورد بررسی قرار گرفته است. پیمانکاران EPC پیمانکارانی هستند که به طور همزمان فازهای اصلی پروژه شامل مهندسی Engineering، تامین تجهیزات داخلی و خارجی Procurement، و فعالیتهای ساختمانی و اجرایی Construction را به انجام رسانند و پروژه را در مدت زمان مشخص به ظرفیت رسانده و برای دوره زمانی تعیین شده گارانتی نمایند) تحقیق حاضر از سه بخش کلی ا- جمعآوری اطلاعات پیمانکاران، 2- مقایسه ویژگیهای پیمانکاران، 3- رتبه بندی پیمانکاران تشکیل شده است. در این تحقیق، جهت امتیاز دهی به معیار و زیر معیارها از نظرات و نتایج ارزیابی-های کارشناسان خبره (12نفر) و صاحب نظر در زمینهی انتخاب پیمانکاران و مناقصات انتخاب پیمانکارانEPC با استفاده از پرسشنامه استفاده شده است و جهت اولویت بندی عوامل روشFAHP به کار گرفته گرفته شده و جهت کاهش خطای محاسباتی و زمان فرآیند ارزیابی و جلوگیری از محاسبات پر حجم و دستی از نرم افزار Expert Choice بهره برده شده است.
چکیده انگلیسی:
The issue of qualitative assessment of EPC contractors in single stage tenders using fuzzy hierarchical analysis method is performing for the first time and the relevant similar researchers lacking the collectivity aspect of choosing EPC contractor. All researchers have been done so far, were about single purpose contractors (i.e. executive contractors or suppliers and vendors of project equipment's required), while in this research the qualitative assessment of EPC contractors has been investigated by FAHP method (EPC contractors are those who execute simultaneously the main phases of the project including Engineering, domestic or foreign equipment supply as procurement and constructive and executive activities as construction and end up to utilization of the project within a known timetable and guarantee it for a defined time period). The present research consists of three main parts: 1- data collection of the contractors, 2- comparison of the contractors’ features, 3- a ranking of the contractors. this research has been evaluated the criteria and sub-criteria by utilizing the comments and assessment results outcomes from experts (12 persons) in the selection of EPC contractors and tenders using questionnaire and FAHP method has been implemented for priority factors. Finally, for the sake of reducing computation errors and evaluating time lapse and avoiding numerous calculations by hand, the Expert Choice software has been utilized.
