اولویتبندی و تحلیل حساسیت راهبردهای توسعه صادرات صنعت پلاستیک با استفاده از تکنیک AHP (مورد مطالعه: شرکت ملّی صنایع پتروشیمی ایران)

چکیده مقاله :
بررسی روند صادرات صنعت پلاستیک کشور بیانگر افت معنادار آن است. شرکت ملّی صنایع پتروشیمی ایران بعنوان متولی سیاستگذاری در امر تولید، پشتیبانیها و مانعزداییها، اقدام به عارضهیابی و برنامهریزی راهبردی این حوزه نمود. تصمیمگیری علمی درخصوص انتخاب راهبردِ مناسبِ توسعه صادرات صنعت پلاستیک و تعیین اولویت نسبی هر کدام در راستای رفع توأمان و تکتکِ چالشهای مبتلابه توسعه صادرات این صنعت در سالی که مزین به شعار تولید، دانشبنیان، اشتغالآفرین شده است؛ از اهمیت ویژهای برخوردار است. هدف این مقاله اولویتبندی و تحلیل حساسیت عوامل افت و راهبردهای ارتقای صادرات صنعت پلاستیک کشور با بهرهگیری از تکنیک اولویتبندی سلسله مراتبی است. تحقیق حاضر کاربردی و توصیفی-پیمایشی از نوع مطالعه موردی است. جامعه آماری شامل مدیران اثرگذار صادرات صنعت پلاستیک است که به طریقه نمونهگیری تصادفی تعداد 30 نفر انتخاب شدند. نتایج نشان داد چالشهای نوسانات قیمت محصول و عدم تعامل با خریداران بزرگ خارجی بترتیب با ضرایب تأثیر 631/0 و 197/0، دارای بالاترین تأثیر هستند. نتایج آنالیز حساسیت گرادیانی درخصوص این دو چالش، حاکی از اثرگذاری مثبت بالای راهبرد ایجاد بسترهای لازم برای سهولت تجارت آزاد (منطقهای-بینالمللی) در رفع آنهاست. نتایج آنالیز حساسیت کارایی کل چالشها، نشان داد شرکت ملّی صنایع پتروشیمی برای رفع توأمان چالشهای پنجگانه حوزه صادرات صنعت پلاستیک، بایستی بیشترین توجه خود را معطوف به ایجاد بسترهای لازم برای سهولت تجارت آزاد (با ضریب تأثیر 358/0) نموده و با تلاش در جهت ساماندهی خوشههای صادراتی (با ضریب تأثیر 277/0)، بهرهبرداری کارآمد از فناوری اطلاعات و ارتباطات (با ضریب تأثیر 160/0) را با جدیت زیادتری دنبال نماید.
چکیده انگلیسی:
Examining the export trend of the country's plastics industry shows a significant decline. The NIPC, as the custodian of policy-making in the field of production, support and disinfection, undertook complications and strategic planning in this field. Scientific decision regarding the selection of the appropriate export development strategy for the plastics industry and the determination of the relative priority of each in order to eliminate the challenges of the export development of this industry is of special importance. The purpose of this article is to prioritize and analyze the sensitivity of declining factors and strategies to promote the export of the country's plastic industry by using AHP. The present research is an applied and descriptive-survey case study. The statistical population includes the effective export managers of the plastics industry who were selected by random sampling of 30. The results showed that the challenges of "product price fluctuations" and "lack of interaction with large foreign buyers" have the highest impact with impact coefficients of 0.631 and 0.197, respectively. The results of GSA of these two challenges indicate a positive effect on the strategy of "creating the necessary conditions for the facilitation of free trade (regional-international)" in solving them. The results of the SA of the total challenges showed that the NIPC, in order to meet the five challenges in the field of plastics industry exports, should pay the most attention to "creating the necessary conditions for facilitating free trade". Efforts to "organize export clusters", "efficient use of ICT" to pursue more seriously.
