Abstract :
Housing is a fundamental human need, yet urban growth and economic structures have exacerbated affordability challenges, particularly for low-income groups. Iran has implemented various social housing policies, including “National Housing,” “Mehr Housing,” and “Worker Housing,” with mixed results.
This study uses qualitative methods and Grounded Theory to evaluate Iran’s social housing policies, drawing insights from expert interviews. Grounded Theory allows for developing theoretical frameworks based on expert perspectives, facilitating a comprehensive analysis of social housing policies over time.
Findings highlight structural challenges such as inadequate location, infrastructure planning, and management deficiencies. Neglecting macroeconomic factors and improper implementation—particularly the disregard for urban infrastructure and the socio-spatial clustering of disadvantaged groups—have hindered policy success. Economic conditions and physical and infrastructural limitations are the most critical factors contributing to these shortcomings.
This study provides valuable insights into the limitations of Iran’s social housing policies and offers a foundation for future research and policy improvements.
