Formulating a Model for the Development of Biotechnology Policies in the Ministry of Agriculture Jihad, Emphasizing the Social Dimension of the Country, in Accordance with the 1404 Vision Document

Abstract :
Biotechnology refers to the use of biological systems and organisms to develop/produce products or any technological application that utilizes biological systems, organisms, or their derivatives to create or modify specific products/processes. This applied and temporally cross-sectional research presents a policy development model for biotechnology emphaszed on the social dimension of the country, as outlined in the Vision Document 1404. A mixed-method approach was used, comprising qualitative thematic analysis and quantitative survey sections. In the qualitative and quantitative sections, the statistical population included 8 experts and 450 employees of the Ministry of Agriculture Jihad, respectively. Library studies were used to define interview focal points and subsequently construct questionnaires. Fieldwork methodology was employed for data collection, using interviews and questionnaires. Thematic analysis and MAXQDA software demonstrated the societal characteristics for the development of biotechnology, the domains of biotechnology development, governing principles of biotechnology development, delineation of biotechnology development trajectory, necessary and appropriate resolution of biotechnology-related issues, societal needs, integration across all human life dimensions, policy adoption, biotechnology issues, national and global biotechnology standards, and the socio-political dimensions of biotechnology policy development in the country, as outlined in the 1404 Vision Document of the Ministry of Agriculture Jihad.
