چکیده مقاله :
یکی از راههای گسترش اجرای مقررات محیط زیستی، در سطح بینالمللی، گسترش دامنه مسئولیت بینالمللی کشورهای ناقض مقررات مذکور است. در این راستا در سالهای گذشته تلاشهای جدّی صورت گرفته است، بنحوی که موجب بروز تحولات چشمگیری در این موضوع شده است. امروزه در حوزه مسؤلیت بینالمللی ناشی از خسارات زیست محیطی میتوان از تحولاتی همانند گسترش دامنه مبنای این نوع مسؤلیت از مسؤلیت ناشی از خطاء به اصل مسؤلیت ناشی از خطر، توسعه دامنه مسؤلیت زیست محیطی به بخش خصوصی، پذیرش مسؤلیت کیفری برای ایجاد کنندگان خسارات زیست محیطی و برخی تحولات دیگر نام برد، که همگی در مجموع حاکی از تغییر و تحول در رژیم مسؤلیت در حوزه محیط زیست در سطح بینالمللی است و کنوانسیون بازل نمونه خوبی برای نشان دادن تحولات مذکور است.
