چکیده مقاله :
زمینه و هدف: مطالعات شهری در ایران عمدتاً بر کلانشهرها متمرکز است و کمترین توجه به ساختار مدیریتی شهرهای میانی معطوف است. در این مطالعه ضمن پرداخت به این شکاف، سیاستها و شیوههای محرک رشد مدیریت شهری فراگیر، ایمن، انعطافپذیر و پایدار در شهرهای میانهاندام بررسی میشود.
روش بررسی: پژوهش از لحاظ هدف، از نوع کاربردی می باشد که به روش توصیفی ـ تحلیلی و مبتنی بر مطالعات کتابخانه ای و بررسی های میدانی انجام گرفته است. حجم نمونه آماری با استفاده از نمونهگیری در دسترس، 30 نفر از اساتید و متخصصین مدیریت شهری با روش نمونهگیری هدفمند به انجام رسیده است. جهت تحلیل دادهها از نرمافزار SPSS و مدلسازی معادلات ساختاری با رویکرد روش حداقل مربعات جزئی از نرمافزار Smart PLS جهت ارزیابی مدل مفهومی تحقیق استفاده شده است.
یافته ها: تحلیل ضرایب مسیر مربوط به ۸ بعد مورد بررسی نشان میدهد که شاخص قانونمندی (745/0) بالاترین تأثیر و بعد از آن به ترتیب شاخصهای مسئولیتپذیری (684/0)، مشارکت (661/0)، عدالت (641/0)، شفافیت (529/0)، کارایی و اثربخشی (429/0)، پاسخگویی (356/0)، و سپس اجماع محوری (317/0) کمترین تأثیر را بر ساختار مدیریت شهری دارد
بحث و نتیجه گیری: نظام برنامهریزی و ساختار مدیریت شهرهای میانی فاقد یک رویکرد منسجم و مشخص جهت ارائه چشمانداز آتی است که در درون انبوهی از بیبرنامگیها و ناکارآمدیها گرفتار شدهاند که با نهادینه کردن الگوی حکمروایی خوب شهری در نظام مدیریت و برنامهریزی که حرکت بهسوی مدیریت محلی است تا بتوانند در فرایندی پیوسته و ساختاری، آرام آرام به توسعه مطلوب دست یابند.
چکیده انگلیسی:
Background and Objective: Urban studies in Iran are mainly focused on metropolitan areas and the least attention is paid to the management structure of middle cities. In this study, while addressing this gap, policies and practices that stimulate the growth of inclusive, safe, flexible and sustainable urban management in mid-sized cities are examined.Material and Methodology: The purpose of the research is applied, which is a descriptive-analytical method based on library studies and field studies. Statistical sample size using available sampling, 30 specialists with purposive sampling method was performed. SPSS software and structural equation modeling with partial least squares method were used to analyze the data. Smart PLS software was used to evaluate the conceptual model of the research.
Findings: The analysis of path coefficients related to the 8 dimensions studied shows that the regularity index (0.745) has the highest impact, followed by the indicators of responsibility (0.684), participation (0.661), justice (0.641), transparency (0.529), efficiency. And effectiveness (0.429), accountability (0.356), and then pivotal consensus (0.317) have the least impact on urban management structure.
Discussion and Conclusion: The planning system and management structure of middle cities lacks a coherent and clear approach to presenting the future perspective, which is caught in a multitude of unplanned and inefficient ones. Structurally, slowly achieve the desired development.
