مدل ارزیابی تحقق پذیری برنامه ریزی راهبردی در شهرسازی ایران

چکیده مقاله :
ارزیابی تحققپذیری طرحهای شهری، قبل از اجرای آنها مهم است. تحققپذیری طرحهای شهری، یکی از چالشهای بزرگ برنامهریزی شهری در ایران است. پژوهشهای شهری نشان میدهد که"توسعه شهری" در جهان امروز فرآیندهای پیچیدهای را طی میکند و گذرگاه اصلی آن از پیچ و خمهای "اقتصاد سیاسی "و از میان رویکردهای مختلف ایدیولوژیک میگذرد. این نظریه در برخورد با برنامهریزی ناگزیر درگیر مباحث مربوط به قدرت دولت سالاری، منابع مالی و حمایت از مردم یا شهروندان میشود. زیرا برنامهریزی شهری از آغاز ابزاری در دست دولت بوده تا با خصلتی آمرانه به ساماندهی شهرها بپردازد و امروز در رقابت با بخش خصوصی، روز به روز از اقتدار آن کاسته شده است. در این میان مردم، یعنی ساکنان شهرها با جامعه شهری اغلب ناظر سلطه سرمایه بر عرصه شهرها میباشند و اعتراض آنها به جایی نمیرسد. این تحقیق از روش توصیفی، بررسی اولیه و مصاحبههای ساختاریافته با کارشناسان در پروژههای توسعه شهری برای شناسایی معیارها و شاخصهای تحققپذیری برای ارزیابی تحققپذیری برنامهریزی راهبردی استفاده کرده است. دادههای این تحقیق با استفاده از نرم افزار SPSS و Amos تجزیه و تحلیل شده اند.. یافتههای به دست آمده نشان میدهد که عامل کالبدی بیشترین بار عاملی را با 98/0 به خود اختصاص داده است و بیشتر از سایر عوامل بر تحقق پذیری طرح راهبردی موثر بوده است. بعد از عامل بودجه بندی قرار دارد که با بار عاملی 94/0 در رتبه دوم قرار گرفته است. عامل های سیاسی و محیطی نیز با بارهای عاملی 93/0 و 88/0 در رتبههای بعدی قرار گرفتهاند. بنابراین میتوان گفت عامل کالبدی بیشترین تأثیر را در تحقق پذیری طرحهای راهبردی داشته است. همچنین عامل اقتصادی با بار عاملی 34/0 کمترین اثرگذاری را داشته است. مدل ارزیابی تحققپذیری چند بعدی که در این مطالعه ارائه شده است میتواند برای افزایش امکان اجرای برنامهریزیهای راهبردی شهری موجود در آینده مورد استفاده قرار گیرد و از این رو مزایایی برای نسل آینده در ایران داشته باشد.
It is important to evaluate the feasibility of urban plans before implementing them. The feasibility of urban plans is one of the major challenges of urban planning in Iran. Urban research shows that "urban development" in the world today goes through complex processes and its main passage goes through the maze of "political economy" and through various ideological approaches. This theory deals with issues of inevitable planning in relation to the power of government, financial resources, and the protection of people or citizens. Because urban planning has been a tool in the hands of the government since the beginning to organize cities with an authoritarian nature, and today, in competition with the private sector, its authority has been reduced day by day. Meanwhile, the people, ie the inhabitants of the cities with the urban society, often observe the domination of capital over the cities, and their protest reaches nowhere. This research has used a descriptive method, an initial survey, and structured interviews with experts in urban development projects to identify feasibility criteria and indicators to assess the feasibility of strategic planning. Political and environmental factors are also in the next ranks with factor loads of 0.93 and 0.88. Therefore, it can be said that the physical factor has had the greatest impact on the feasibility of strategic plans. Also, the economic factor with a factor load of 0.34 had the least impact. The multidimensional feasibility assessment model presented in this study can be used to increase the possibility of implementing existing strategic urban planning in the future and therefore benefits for the generation have a future in Iran.
