مطالعه اکتشافی مؤلفههای اثرگذار بر بهرهوری منابع انسانی در بستر اسلامی از دیدگاه کارکنان شهرداری مشهد

چکیده مقاله :
در دهه اخیر توجه به منابع انسانی به عنوان سرمایه انسانی و توانمند کردن و بالنده ساختن آنان در جهت رسیدن به بهره وری منابع انسانی مورد توجه قرار گرفته است. این پژوهش به منظور مطالعه اکتشافی مؤلفه های اثرگذار بر بهره وری منابع انسانی از دیدگاه کارکنان شهرداری مشهد انجام گرفته است. بدین منظور با استفاده از رویکرد پژوهش کیفی و تحلیل محتوا با 20 نفر از خبرگان اداری و علمی سازمان شهرداری مشهد مصاحبه عمیق صورت گرفت. نتایج حاصل از مصاحبه های نیمه ساختاریافته در قالب مضامین دسته بندی شدند که با توجه به آنها ابعاد بی تفاوتی سازمانی، بالندگی منابع انسانی، توانمندسازی، مسائل ساختاری و شغلی، ولنگاری مدیریت، سلامت کاری سازمان و بستر اسلامی طبقه بندی شدند که هر کدام از این رفتارها خود از مفاهیم دیگری تشکیل شده اند. در واقع، یافته های حاصل از این پژوهش، با ارائه ابعاد و مؤلفه های بهره وری منابع انسانی از دیدگاه کارکنان زمینه بسط این حوزه را در مطالعات سازمانی فراهم می سازد و زمینه ساز افزایش بهره وری منابع انسانی در سازمان ها می گردد.
In recent years, regarding human resources has been considered as human capital and empowerment and developing them toward achieving human resource productivity. This study aims at an exploratory study of aspects of human resource productivity from employee's attitude of Mashhad municipal. Thereby using qualitative method and content analysis approach with 20 persons of scientific and administrative experts from Mashhad municipal organization, deep interviews was conformed. The results of semi-structured interviews was classified in seven themes namely organizational indifference, human resource development, human resource empowerment, problems of structure and job, managerial remissness, organizational health and Islamic context that each item comprising other related concepts. In fact, the findings are providing a ground for developing this field in organizational studies from employee's point of view and increasing human resource productivity.
