چکیده مقاله :
در محیط های بسیار رقابتی و پویای امروزین ارتقای بهرهوری جزو اصلیترین پیشنیازهای بقای سازمان ها به شمار میرود. از این رو بهکارگیری کارای منابع برای تحقق اهداف و نتایج مورد انتظار سازمان وظیفه اصلی مدیران به شمار میرود و یکی از مهمترین الزامات ارتقای بهرهوری پایدار، شناسایی و بهسازی چالشها و مسائل موثر و مرتبط با بهرهوری در سازمان است. از این رو، در این پژوهش الگویی از مسائل اصلی بهبود بهرهوری کارکنان شهرداری تهران ارائه شده است. تحقیق حاضر اکتشافی و کاربردی است و در آن از استراتژی تحقیق آمیخته استفاده شده است. در مرحله نخست، برای ارائه مدل از روش کیفی تحلیل تم با بهرهگیری از نظرات 10 نفر از خبرگان موضوعی طی مصاحبه های عمیق استفاده شد و عوامل موثر در این زمینه از طریق کدگذاری شناسایی و طبقهبندی شدند. در مرحله دوم پژوهش، مدل ارائه شده در مرحله کیفی با استفاده از نظرات 384 نفر از مدیران و کارشناسان معاونت خدمات شهری و محیط زیست شهرداری تهران بهصورت کمّی آزمون شد. بدین منظور تحلیل عاملی تأییدی در سه مرتبه با استفاده از نرمافزار پی.ال.اس انجام شده است. نتایج حاصل از تحلیل دادهها نشان داد که عوامل موثر بر بهرهوری در قالب 5 دسته اصلی عوامل فردی، عوامل مدیریتی، عوامل سازمانی، عوامل فرهنگی و عوامل فناورانه طبقهبندی میشوند. بهسازی وضعیت موجود این عوامل میتواند موجب ارتقای بهرهوری منابع انسانی در این سازمان شود.
Promoting productivity is an essential prerequisite for organizational survival in today's highly competitive and dynamic contexts. Hence, a vital managerial task concerns the efficient use of resources that can guarantee achievement of goals and attainment of predicted outcomes. A necessary condition for improving sustainable productivity is identification and optimizing challenges and issues that are closely associated with organizational productivity. Therefore, the current exploratory, applied and mixed-method study presents a model of the main problems in improving productivity among employees in Tehran Municipality. Initially, the data obtained from structured interviews with 10 human resource management experts in the field were analyzed via Theme Analysis and Structural Equation Modeling and the effective factors were coded and categorized as a model. Further, the model was operationally tested quantitatively using the views of 384 managers and experts in the Department of Urban and Environmental Services of Tehran Municipality. To this end, the three-layer confirmatory factor analysis was undertaken using the PLS software. The results of the data analysis showed five main categories of factors effecting employee productivity including individual, managerial, organizational, cultural and technological factors. Any improvement in the productivity of human resources in this organization relies on prerequisite enhancement of status quo of these factors.
