ارزیابی حکمرانی خوب در ابعادکیفیت و اثربخشی و مسئولیتپذیری در نظام سلامت ایران و کشورهای منتخب: یک مطالعهی تطبیقی

چکیده مقاله :
مقدمه: امروزه مقوله توسعه، مورد توجه بسیاری از کشورهاست و یکی از الزامات اولیه تحقق توسعه متوازن، مبحث حکمرانی خوب است. لذا مطالعه حاضر با هدف ارزیابی حکمرانی خوب در ابعاد کیفیت، اثربخشی و مسئولیتپذیری در نظام سلامت انجام گردید. روش پژوهش: این مطالعه بهصورت تطبیقی انجام شد. در این فرایند مطالعه حاکمیت نظام سلامت در ابعاد سازمانی کیفیت و اثر بخشی و مسئولیتپذیری در هفت کشور منتخب جهان و ایران انجام شد. دادهها پس از جمعآوری توصیف، تفسیر و تحلیل شدند. جهت یافتن مقالات و مستندات اطلاعاتی بانک های اطلاعاتی فارسی و انگلیسی، سایت های معتبر سازمان بهداشت جهانی مورد جستجو قرار گرفتند. یافتهها: نتایج حاصل از مطالعه کشورهای منتخب و ایران نشان داد که همه کشورها جهت ارتقای کیفیت و اثر بخشی خدمات، توجه ویژه ای به سیستم های الکترونیکی و فن آوری اطلاعات داشته اند، در بعد مسئولیتپذیری نیز نتایج نشان داد که در کشورهای سنگاپور، ترکیه و ایران، تعدد مسئولیت های وزارت بهداشت مانعی در برابر انجام وظایف اصلی آنها می باشد. نتیجهگیری: الگوی فعلی حاکمیت نظام سلامت ایران و کشورهای در حال توسعه با نظام سلامت مشابه با آن چالشهایی در دستیابی به اهداف نظام سلامت ایجاد میکند. توسعه یک مدل یکپارچه نظام سلامت و تدوین استانداردهای جامع سیستمی برای ارزشیابی و اعتباربخشی خدمات سلامت، برای حاکمیت نظام سـلامت این کشورها پیشـنهاد میشـود.
Introduction: Today, the issue of development is considered by many countries and one of the basic requirements for achieving balanced development is the issue of good governance. Therefore, the present study was conducted to evaluate good governance in terms of quality, effectiveness and responsibility in the health system. Methods: This study was a comparative study. In this process, the study of the governance of the health system in the organizational dimensions of quality, effectiveness and responsibility was conducted in seven selected countries of the world and Iran. Data were described, interpreted and analyzed after collection. In order to find articles and information documents in Persian and English databases, reputable sites of the World Health Organization were searched. Results: The results of the study of selected countries and Iran showed that all countries to improve the quality and effectiveness of services, have paid special attention to electronic systems and information technology, in terms of responsibility, the results showed that In Singapore, Turkey and Iran, the multiplicity of responsibilities of the Ministry of Health is an obstacle to the performance of their core tasks. Conclusion: The current model of governance of the health system of Iran and developing countries with similar health systems creates challenges in achieving the goals of the health system. The development of an integrated model of the health system and the development of comprehensive system standards for the evaluation and accreditation of health services are proposed for the governance of the health system of these countries.
