ارزیابی میزان موفقیت طرح های ساماندهی و توانمندسازی سکونتگاه های غیررسمی زاهدان

چکیده کمیابی و گرانی زمین و مسکن در کالبد اصلی شهر زاهدان موجب گردیده تا جمع کثیری از مهاجرین این شهر به حاشیه رانده شوند. هدف از این پژوهش پاسخ به این سؤال است که پس از گذشت چند دهه از اجرای طرحهای ساماندهی و توانمندسازی در بافتهای غیررسمی شهر زاهدان تا چه میزان این طرحها موفق بوده است. روش پژوهش، توصیفی ـ تحلیلی و حجم نمونه با استفاده از فرمول کوکران، تعداد 383 پرسشنامه تهیه گردید، داده های بهدستآمده در نرم افزار تحلیل آماری Spss مورد آزمون قرار گرفتند. نتایج حاصل نشان می دهد به دلیل غیر منعطف بودن، نبودن مدیریت جامع شهری، عدم تناسب مقیاس های طرح ها با جهت تجزیه و تحلیل فنی در محدوده بافت سکونتگاه های غیررسمی و دیدگاه سنتی، ناکافی بودن وام های نوسازی همچنین نبود نظم سلسله مراتبی در تهیه طرح های توسعه شهر، امکان تحقق پذیری در این سکونتگاههای شهر زاهدان را سخت و کم رنگ کرده است. Abstract Both the rarity and expensive price of land and housings in the main city proper of Zahedan has pushed a great deal of immigrant population to slumdogs and marginal parts of the city. This study tries to answer this questions that how successful have been organizing and empowerment projects in the informal textures of Zahedan after several decades of their implementation? The research method was descriptive-analytic and the sample’s size, using Cochran formula, determined 383 questionnaires. The collected data were analyzed using SPSS software. Because of lack of flexibility, lack of urban inclusive management, lack of fitness between scales of empowerment projects for technical analysis across the informal habitats’ texture and traditional and biased viewpoint of authorities to such textures, decreased urban executive and development credits, insufficient renovation loans and lack of hierarchical discipline in preparing urban development projects, we see that the realizability of such projects in habitats of Zahedan City has become difficult and pale.
