چکیده مقاله :
جانشین پروری به عنوان یک سازوکار ارزشمند در پیشرفت و بهبود سازمانها از اهمیت فراوانی برخوردار است. پرورش مدیران را به صورتی برنامهریزی میکند که توانایی و شایستگی مدیران همراستا با تحولات و تغییرات محیطی و همچنین پیشرفت سازمان باشد. شهرداری به عنوان یک سازمان عمومی که وظایف متعددی را داراست از جمله سازمانهایی است که توجه به اصل جانشین پروری در آن از اهمیت بسزایی برخوردار است. با درک این اهمیت؛ پژوهش حاضر با هدف بررسی چالش های اجرای ساز و کار جانشین پروری در سازمان عمومی انجام گرفت. برای انجام پژوهش حاضر از 20 نفر از صاحبنظران دانشگاهی، مدیران و کارشناسان شهرداری در حوزۀ منابع انسانی مصاحبه به عمل آمد و دادهها از مصاحبهها استخراج شد. تحقیق حاضر از نظر نوع و ماهیت کاربردی و روش آن نیز توصیفی_تحلیلی است. نمونهگیری این پژوهش مطابق با روشهای کیفی، نمونهگیری هدفمند محسوب میشود. در تجزیه و تحلیل اطلاعات از نرم افزار Maxqda و روش گراندد تئوری استفاده شد. یافتههای پزوهش نشان داد چهار مانع مدیریتی، ساختاری، فرآیندی و فرهنگی اصلیترین چالشهای پیش روی شهرداری تهران در فرآیند جانشینپروری در شهرداری به شمار میآیند. بنابراین تدوین نظام جانشین پروری و تهیه برنامههای آموزشی و صرفه بودجه برای دورههای آموزشی کاربردی و تدوین قوانین در راستای همسو نمودن مدیران با نظام جانشنی پروری موضوعاتی است که بایستی در راستای دستیابی به الگوی بهینه جانشین پروی مورد توجه قرار گیرد.
